Political Reform
The National Reform Party of Canada (NRP) believes that we need a political system that can provide true democracy, stability, and efficiency necessary to support a strong and healthy economy and create equal opportunities for all Canadians.
The political or democratic reforms the NRP believes in include an elected head of the state, an elected Senate to effectively and equally represent the regions, and a proportional representation electoral system.
In addition to political reforms, the NRP believes that Canada needs a series of economic reforms and measures to boost our economy. These reforms and measures include government fiscal reform, tax reform, immigration reform, focused government role, pragmatic international trade and foreign policies, energy policy reform, and so on.
Criminal Justice
The NRP believes that we should have a criminal justice system that can protect the public, prevent crime, support victims and address crime in a just and efficient manner.
We believe that those convicted of more than one serious crime should serve their sentences consecutively rather than concurrently.
We support the position that dangerous offenders will not be released until they are no longer a threat to society. Anyone convicted of two offences causing death or serious harm against a person, arising from separate occurrences, should be automatically designated as a dangerous offender and should bear the onus of proving that they are not a danger to society.
The NRP supports such policies as mandatory minimum sentences for violent and repeat offenders and for those convicted of sexually assaulting a minor, eliminating statutory (automatic) release, ensuring that the community and victims have input on National Parole Board decisions, requiring applicants for parole to demonstrate that they have been rehabilitated, and no longer requiring judges to treat imprisonment as a last resort.
The NRP supports a bail reform that aims to strengthen enforcement of bail conditions, expand the use of reverse onus provisions for serious repeat offenders, and increase accountability in bail decisions.
Fiscal Reform
The NRP believes that the government should enact balanced budget legislation, which allows overrides for declared national emergencies or other defined, and presumably rare, circumstances.
The government should also implement a responsible fiscal policy to steadily repay the national debt, to stabilize growth in interest charges and to reduce inter-generational inequity from the debt burden passed down to future generations.
Tax Reform
An efficient and fair tax system is fundamental to international competitiveness, economic growth, and fairness of our society. However, our tax system has not been reviewed or overhauled for many decades; it is outdated, complicated and with many unfair provisions.
The NRP believes that tax reform is needed to boost productivity, business investment, and economic growth. However, it inherently involves political risk and no political parties in power have been willing to take that risk for the good of our country.
In reforming our tax system, the NRP supports a simplified and understandable Income Tax Act. We need a modernized tax system that reduces compliance costs and increases transparency while promoting growth, investment, entrepreneurship and job creation.
In order to achieve comprehensive, simplified and understandable legislation for all Canadians, we support a comprehensive review of the Income Tax Act and Canada’s fiscal framework.
The NRP supports broad-based tax relief and priorities should be given to reducing income taxes for individuals, families and businesses.
We believe in increasing the small business sales threshold for registering and charging GST/HST, from the current $30,000 to $50,000.
Immigration Reform
The NRP supports an immigration system that is not just welcoming but also well-managed for the good of Canada. Under this system there should be a fair, transparent and efficient process, the types of immigrants meet the needs of the economy and are consistent with Canadian values, and the immigration level is planned in such a way that housing and infrastructure can support.
Government Role in Economy
The NRP believes that the role of government is to create an economic environment in which Canadians and their businesses can thrive and prosper.
For that purpose, the government should lower taxes and reduce government interference in the market to allow a more competitive economy, greater productivity, more quality job opportunities, and a higher standard of living.
We believe that policy reform is needed to eliminate red tape and to encourage efficiency and innovation in the economy.
The NRP also believes that the federal government should play a more active role in working with its provincial partners to eliminate inter-provincial trade barriers, as well as in promoting international trade.
International Trade
The NRP supports international trade policies that will create more economic activity and jobs for Canadians and lead to a greater collaborative relationship with our trading partners and emerging markets.
We believe that our trade agenda should focus on diversifying both the products we sell abroad and the markets into which we sell those products and pursuing the reduction of international trade barriers and tariffs. We believe that Canada should strive to maximize the benefits we have as a free trading nation, and emphasizes the need to establish trading relationships beyond North America.
We support efforts by the government to develop new markets for Canadian goods and services by emphasizing the development of trade ties with emerging markets.
Foreign Policy
The NRP supports a foreign policy that protects Canada’s sovereignty and independence and promotes our national interests, world peace and Canadian values such as democracy and human rights. National interests include political, economic and strategic interests.
Energy Policy
Canada has a natural economic advantage as we have an abundance of natural resources that support Canadian prosperity with an affordable and sustainable mix of Canadian energy resources including hydrogen, renewables, uranium, lithium, hydrocarbons, water, biomass and hydroelectric.
We believe that government should develop a renewable and non-renewable energy framework which will meet our long-term requirements for domestic consumption and export.
We support an energy policy to reduce barriers to the movement of energy products interprovincially and internationally.
We support pipeline construction, transportation efficiencies and plant improvements to increase energy conversion efficiencies and reduce pollutant and greenhouse gas discharges.
We believe the government should support and encourage the private development of alternative sources of energy and fuels, including: wind, solar, and geothermal sources of energy; alternative transportation fuels including bio-diesel from oil seed crops and methanol, ethanol or methane from biomass and organic waste; fuel cell technology and the use of hydrogen as transportation fuel.
Multiculturalism
The NRP recognizes the rich, diverse make-up of the Canadian population and the contributions of these communities to our history and the Canadian way of life. The government should ensure that each community is able to enhance and contribute to Canada without discrimination and barriers. The NRP believes that Canada’s multicultural society is a valued reality and we should foster understanding and equality of opportunity, while expecting Canadians to adopt Canadian values such as equality, democracy, freedom, fairness and the rule of law.
